No, because if 1 meter = 1000 millimeters then 3.2 meters is not equal to 320 millimeters.
The correct way to put it is 32*1000=32,000
Then you add a decimal point: 3.200

= 3.2 m* (1,000 mm/ 1 m) (because 1,000 mm= 1 m)
= 3,200 mm ≠ 320 mm
